  • By analyzing the developing stage of community participatory forest management of Yunnan Province, this article arises the main policy of community participatory forest management-"Four Wastes" paid transferring policy which is in effect, and it analyses the efficiency of the policy's enforcement.Aiming at the human resources situation of community forest management of Yunnan Province, this paper puts forward to the improving methods and measurements.
