This paper introduces the model of Policy-based Systems Management(PSM),including basic model,the functions of policy server and the implementation of policy.Conventional network systems have been managed manually and can not provide high effectiveness with complex management,but PSM provide flexible and high effective management with dynamic QoS configuration.At last,an example shows Polcy-based Network(PBN) and dynamic QoS configuration.
