Analysis on Rent Seeking Behavior toward Forest Felling Quota Policy and Classified Management of Forest Resources

  • The major reasons were analyzed to explain why the exceeding forest felling phenomenon is severe and the forest felling quota regime has not reached the goal as expected since its performance by means of applying economic theory of rent seeking behavior.The harmfulness of rent seeking behavior in forest management was discussed.Some practicable suggestions about how to resolve the problem of rent seeking behavior were put forward including approaches of carrying out classified management of forest resources, perfecting related laws to protect forest resources, undertaking effective supervision over allocation of felling quota, and strengthening moral and sentimental education of the related people.
