国家林业资源智能监管与林场森林精准经营研究

Research on Intelligent Supervision of National Forestry Resources and Precise Management of Forest Farms

  • 摘要: 中国林业正处于从规模扩张向质量提升的战略转型期,本研究综述了中国林业经营管理的演进历程与森林资源的动态变化,指出林业发展的核心矛盾已从资源总量不足转变为结构不优、质量不高、经营不力的结构性问题。为应对这一挑战,创建“宏观智能监管–微观精准营林”的双轮驱动体系,对国内外相关理论与实践进行了梳理与归纳。在宏观层面,探讨了以定量造林—精准保护—有造有采—造采平衡—重点经营—提质增效为核心的国家林业资源智能监管理论模式,并对森林年度平衡模型(FBM)等关键量化调控工具的研究进展进行了总结;在微观层面,评述了林场小班尺度的精准营林技术体系,包括公益林与商品林的分类经营策略,以及从无林地营造到现有林分改造的理想林构建路径。通过对现有理论与技术路径的系统性综述,为中国林业实现高质量、可持续发展提供了系统的学术参考与前瞻性的政策思路,并对生态文明建设与“碳中和”目标的实现路径进行了探讨。

     

    Abstract: China's forestry sector is currently undergoing a strategic transformation from quantitative expansion to quality-oriented improvement. This paper reviews the evolution of forest management practices and the dynamic changes in forest resources in China, highlighting that the primary contradiction in forestry development has shifted from inadequate resource quantity to structural challenges, including suboptimal composition, low-quality stands, and inefficient management systems. To address these issues, a dual-driven framework of "macro-level intelligent supervision and micro-level precision forestry" is proposed. The study systematically examines relevant theories and practical experiences both domestically and internationally. At the macro level, it outlines a national intelligent supervision model for forest resources centered on key stages—quantitative afforestation, precise protection, balanced afforestation and harvesting, targeted management, and quality enhancement—and summarizes advances in core quantitative tools such as the Forest Balance Model (FBM). At the micro level, it evaluates the precision forestry technology system at the forest farm and plot levels, including differentiated management strategies for ecological and commercial forests, as well as optimal pathways for establishing ideal forest structures through afforestation on non-forested land and the transformation of existing forest stands. By synthesizing current theoretical frameworks and technological approaches, this paper offers a comprehensive academic reference and forward-looking policy recommendations to support high-quality and sustainable development in China's forestry sector, while also exploring pathways toward ecological civilization and the achievement of carbon neutrality.
